You might think of it as a place where you hear very interesting luncheon", "start": 19.4, "stop": 23.72, "id": 6}, {"text": " speakers or a place where journalists gather after deadline to exercise our", "start": 23.72, "stop": 29.1, "id": 7}, {"text": " elbows. And those are both very venerable traditions that I long may they reign,", "start": 29.1, "stop": 35.34, "id": 8}, {"text": " but it's also a place where journalists gather to help each other sharpen our", "start": 35.82, "stop": 41.96, "id": 9}, {"text": " skills and add to our toolboxes.", "start": 41.96, "stop": 44.52, "id": 10}, {"text": " And that is where the National Press Club's Institute for Journalism comes in. We", "start": 45.12, "stop": 50.36, "id": 11}, {"text": " are the nonprofit wing of the National Press Club, and we put on programs like", "start": 50.36, "stop": 56.44, "id": 12}, {"text": " this. We do depend on the kindness of friends and strangers, so when you're", "start": 56.44, "stop": 61.44, "id": 13}, {"text": " thinking about making a charitable donation, you might add us to our list. And that is a goal that many people at the National Press", "start": 87.3, "stop": 92.72, "id": 19}, {"text": " Club helped to press for, and so we're very delighted, especially our", "start": 92.72, "stop": 98.7, "id": 20}, {"text": " Committee for the Freedom of the Press, which is also a part of the National", "start": 98.7, "stop": 103.86, "id": 21}, {"text": " Institute, the National Press Club's Institute for Journalism.", "start": 103.86, "stop": 107.28, "id": 22}, {"text": " Now today's program, which is part of a wonderful journalism education series", "start": 108.98, "stop": 114.04, "id": 23}, {"text": " that Julie Hsu, our director, puts together, is really interesting to me as a", "start": 114.04, "stop": 119.94, "id": 24}, {"text": " political junkie. It is, we live in a society, as I think we all know, where", "start": 119.94, "stop": 125.92, "id": 25}, {"text": " an awful lot of money is spent to influence the outcomes of elections.", "start": 125.92, "stop": 132.14, "id": 26}, {"text": " And much of that money goes to mass communications of various sorts. This project", "start": 133.14, "stop": 139.1, "id": 27}, {"text": " helps people to decode those messages and, in some cases, to", "start": 139.1, "stop": 145.94, "id": 28}, {"text": " trace the messages back to the messengers, which, as those of us in this room,", "start": 145.94, "stop": 151.96, "id": 29}, {"text": " this is a very distinguished panel of political journalists and investigators,", "start": 152.06, "stop": 156.82, "id": 30}, {"text": " and we all know that sometimes that's not so obvious. So this is also a wonderful", "start": 157.12, "stop": 163.32, "id": 31}, {"text": " collaboration of journalists and technologists, journalists", "start": 163.32, "stop": 169.5, "id": 32}, {"text": " and engineers, to help to combine talents and resources", "start": 169.5, "stop": 176.5, "id": 33}, {"text": " to take these messages and turn them into data. It's very arduous work, and it's being done by", "start": 195.84, "stop": 201.14, "id": 37}, {"text": " some really, really smart people. The public and journalists and scholars and civic", "start": 293.22, "stop": 300.02, "id": 58}, {"text": " organizations that serve the public having to make these hard choices have a hard", "start": 300.02, "stop": 305.24, "id": 59}, {"text": " time being able to understand and convey what the larger meaning is of this", "start": 305.24, "stop": 311.46, "id": 60}, {"text": " messaging and the money behind the messaging.", "start": 311.46, "stop": 313.74, "id": 61}, {"text": " And as librarians, we're hoping to provide some opportunity to treat media as", "start": 314.42, "stop": 320.16, "id": 62}, {"text": " data and study at scale and in the individual moments", "start": 320.16, "stop": 327.08, "id": 63}, {"text": " these kinds of media. In this election year, we're particularly amazed to", "start": 327.08, "stop": 333.9, "id": 64}, {"text": " be joining you all in being amazed at how so much of the equation of the", "start": 333.9, "stop": 339.54, "id": 65}, {"text": " relationship between paid media, political advertising, and earned media, the", "start": 339.54, "stop": 344.46, "id": 66}, {"text": " coverage that's given in all forms of media, has been upended. Where", "start": 344.46, "stop": 351.3, "id": 67}, {"text": " there's an enormous amount of ... Trump has gotten enormous amount of press", "start": 351.3, "stop": 357.3, "id": 68}, {"text": " attention without spending any money on political advertising, television", "start": 357.3, "stop": 362.12, "id": 69}, {"text": " political advertising. Now that he has in the last two and a half weeks, we can", "start": 362.12, "stop": 368.3, "id": 70}, {"text": " track those effects as well.", "start": 368.3, "stop": 370.16, "id": 71}, {"text": " So today, we're here to flip the switch, to open up politicaladdarchive.org. It", "start": 371.86, "stop": 378.66, "id": 72}, {"text": " is a project of the Internet Archive. We are tracking political ads in key early", "start": 378.66, "stop": 384.56, "id": 73}, {"text": " primary states and key markets in those states. We utilize audio fingerprinting", "start": 384.56, "stop": 390.78, "id": 74}, {"text": " to identify political ads and look for them throughout all of TV.", "start": 390.78, "stop": 397.3, "id": 75}, {"text": " We surface television news and you can see the context in which political ads", "start": 397.94, "stop": 402.5, "id": 76}, {"text": " occur in television news through our site. We also track political ads in", "start": 402.5, "stop": 409.22, "id": 77}, {"text": " entertainment and other programming. We don't surface that for inspection out of", "start": 409.22, "stop": 415.72, "id": 78}, {"text": " respect for the broadcasters, whereas we think news is very tightly coupled to", "start": 415.72, "stop": 420.82, "id": 79}, {"text": " open public interest access.", "start": 420.82, "stop": 424.44, "id": 80}, {"text": " This politicaladdarchive, we track individual ads. We", "start": 431.85999999999996, "stop": 437.38, "id": 81}, {"text": " give you information about the [...] action, about who's the sponsor of the ad.", "start": 437.38, "stop": 441.82, "id": 82}, {"text": " We dynamically link to organizations like Open Secrets that does fantastic", "start": 442.44, "stop": 448.3, "id": 83}, {"text": " research on who's behind, who's behind, who's behind the political action", "start": 448.3, "stop": 453.14, "id": 84}, {"text": " committee and the various other flavors of sponsors who wrap, who's behind, who's", "start": 453.14, "stop": 459.08, "id": 85}, {"text": " behind in multiple layers of obfuscation.", "start": 459.08, "stop": 462.06, "id": 86}, {"text": " One of the reasons why we're using audio fingerprinting is", "start": 462.88, "stop": 469.54, "id": 87}, {"text": " because most, it seems, most of the political ads are not captioned. We did an", "start": 469.54, "stop": 475.5, "id": 88}, {"text": " experimental study in the Philadelphia Television Market area during the fall", "start": 475.5, "stop": 479.22, "id": 89}, {"text": " elections in 2014 and found 70% of the political ads there were not captioned,", "start": 479.22, "stop": 486.04, "id": 90}, {"text": " which is a curious byproduct of the old school media, the media mentality", "start": 486.04, "stop": 492.76, "id": 91}, {"text": " of people who are creating advertising because obviously there's no politician in", "start": 492.76, "stop": 497.8, "id": 92}, {"text": " the world who would say, look, I'm going to spend a lot of money on this, but I", "start": 497.8, "stop": 501.64, "id": 93}, {"text": " want to make sure to exclude those who have difficult time hearing. And we're", "start": 501.64, "stop": 507.18, "id": 94}, {"text": " going to exclude people in health clubs and in bars. Can we do that? Yeah, you", "start": 507.18, "stop": 511.44, "id": 95}, {"text": " can. So it's amazing that we've reached this juncture and there's a wonderful", "start": 511.44, "stop": 516.14, "id": 96}, {"text": " public policy opportunity for the parties to get together and go, you know, guys,", "start": 516.14, "stop": 520.04, "id": 97}, {"text": " we're going to make all our messaging accessible, but it's not. So we're using", "start": 520.4, "stop": 524.98, "id": 98}, {"text": " audio fingerprinting to detect these ads. It detects the ads as they are played", "start": 524.98, "stop": 531.7, "id": 99}, {"text": " in paid advertising slots. It also detects ads that are, that", "start": 531.7, "stop": 538.54, "id": 100}, {"text": " appear in news. And once again, we have this opportunity to provide tools for", "start": 538.54, "stop": 544.7, "id": 101}, {"text": " researchers to study this earned media where their messaging is", "start": 544.7, "stop": 551.52, "id": 102}, {"text": " inserted within the news program, or I mean, is part of the stories within news", "start": 551.52, "stop": 555.7, "id": 103}, {"text": " programs, which we're seeing a lot of, which is fairly exceptional. We're", "start": 555.7, "stop": 560.38, "id": 104}, {"text": " supported by the Knight Foundation, a Knight News Challenge, a collaboration", "start": 560.38, "stop": 564.38, "id": 105}, {"text": " between the Knight Foundation, the Democracy Fund, Rita Allen Foundation, and the", "start": 564.38, "stop": 569.46, "id": 106}, {"text": " Hewlett Foundation. The Democracy Fund has also funded outreach and training for", "start": 569.46, "stop": 575.8, "id": 107}, {"text": " journalists with our partners. And rather than going over in a great meal more", "start": 575.8, "stop": 582.32, "id": 108}, {"text": " detail than I want to do, I just wanted to say that we are, as I said at the", "start": 582.32, "stop": 588.08, "id": 109}, {"text": " outset, we're librarians and engineers working together to serve the public. The Center for Responsive", "start": 643.04, "stop": 647.62, "id": 122}, {"text": " Politics is a wonderful, wonderful resource, opensecrets.org, where they gather", "start": 647.62, "stop": 652.16, "id": 123}, {"text": " together all kinds of information about who's contributing to campaigns and", "start": 652.16, "stop": 657.1, "id": 124}, {"text": " investigate the connections between those groups. So Robert, if you'd like to", "start": 657.1, "stop": 660.84, "id": 125}, {"text": " talk a little bit about the work you're doing, that would be great.", "start": 660.84, "stop": 663.06, "id": 126}, {"text": " First of all, thank you so much to the Internet Archive for having us here today.", "start": 664.06, "stop": 668.48, "id": 127}, {"text": " This is really exciting. We are particularly excited about partnering with the", "start": 668.62, "stop": 674.32, "id": 128}, {"text": " Internet Archive on this because finding out who is running ads, when they're", "start": 674.32, "stop": 678.8, "id": 129}, {"text": " running ads, how often they're running ads is such a crucial part, not only of,", "start": 678.8, "stop": 685.24, "id": 130}, {"text": " you know, understanding the election as a whole, but in particular the area that", "start": 685.24, "stop": 690.12, "id": 131}, {"text": " I work in, which is dark money. So the Center for Responsive Politics, for those", "start": 690.12, "stop": 695.28, "id": 132}, {"text": " who aren't familiar, we're a nonpartisan, partisan nonprofit organization, who we", "start": 695.28, "stop": 701.06, "id": 133}, {"text": " deal mostly in data, so lobbying data, campaign finance data. I'm going to focus", "start": 701.06, "stop": 707.08, "id": 134}, {"text": " specifically on dark money, and this is the way we refer to group", "start": 707.08, "stop": 714.0, "id": 135}, {"text": " 501c organizations, particularly social welfare organizations and trade", "start": 714.0, "stop": 718.98, "id": 136}, {"text": " associations, spending an increasing amount of money in elections without", "start": 718.98, "stop": 724.3, "id": 137}, {"text": " disclosing the sources of the funding.", "start": 724.3, "stop": 725.96, "id": 138}, {"text": " So for example, in 2006 we had about $5 million, $5.5 million spent by these", "start": 727.48, "stop": 733.46, "id": 139}, {"text": " kinds of organizations that grew to more than $300 million in the last", "start": 733.46, "stop": 737.54, "id": 140}, {"text": " presidential election. And then on top of that you have an additional hundred", "start": 737.54, "stop": 743.24, "id": 141}, {"text": " million or so, hundreds of millions, that is spent outside of windows that have", "start": 743.24, "stop": 749.24, "id": 142}, {"text": " to be reported to the Federal Election Commission. And that is where this kind of", "start": 749.24, "stop": 754.88, "id": 143}, {"text": " information is absolutely crucial. To that end, we work with the Wesley Media", "start": 754.88, "stop": 760.46, "id": 144}, {"text": " Project on reports about who's spending when, how many ads they're running. We", "start": 760.46, "stop": 766.54, "id": 145}, {"text": " work with the Internet Archive to try and do the same thing. We are processing", "start": 766.54, "stop": 772.4, "id": 146}, {"text": " Federal Communications Commission data to process and link", "start": 772.4, "stop": 778.72, "id": 147}, {"text": " filings up to the particular groups, standardize those groups so that people can,", "start": 778.72, "stop": 785.6, "id": 148}, {"text": " you know, we get calls all the time saying, this group is running ads on my TV,", "start": 786.02, "stop": 789.48, "id": 149}, {"text": " they're telling me to vote for somebody, or they're insinuating that I should", "start": 790.1, "stop": 793.86, "id": 150}, {"text": " vote for someone. But I don't see them on your", "start": 793.86, "stop": 796.98, "id": 151}, {"text": " website. We're trying to make that possible.", "start": 796.98, "stop": 799.08, "id": 152}, {"text": " We're basically trying to do everything we possibly can to give people access to", "start": 799.34, "stop": 803.92, "id": 153}, {"text": " the information they need. And just in the last few minutes I'm going to", "start": 803.92, "stop": 809.18, "id": 154}, {"text": " highlight two stories where ads were crucial. In October we reported on a group", "start": 809.18, "stop": 815.66, "id": 155}, {"text": " called Carolina Rising. They spent effectively 100 percent of their money", "start": 815.66, "stop": 821.64, "id": 156}, {"text": " supporting a single candidate, Tom Tillis, who ended up unseating the incumbent", "start": 821.64, "stop": 827.8, "id": 157}, {"text": " Democrat in North Carolina. The group did so without reporting any of its donors.", "start": 827.8, "stop": 834.12, "id": 158}, {"text": " And we were able to use both FEC, Federal Election Commission data, and Federal", "start": 835.26, "stop": 840.38, "id": 159}, {"text": " Communications data to show, you know, this is the ad, these are the ads that", "start": 840.38, "stop": 844.86, "id": 160}, {"text": " they reported. This is the total amount spent. But we can point to these ads and", "start": 844.86, "stop": 849.12, "id": 161}, {"text": " show that they were quite active before they started reporting to the commission.", "start": 849.12, "stop": 854.2, "id": 162}, {"text": " The same is true for a report we put out yesterday about a group called", "start": 855.58, "stop": 859.02, "id": 163}, {"text": " Oklahomans for a Conservative Future. This group was run by political operatives.", "start": 859.02, "stop": 864.4, "id": 164}, {"text": " It was started weeks before the candidate it supported was \u2013 made his", "start": 866.0, "stop": 872.08, "id": 165}, {"text": " announcement that he was going to run for office. It spent between 1.3 and 1.6", "start": 872.08, "stop": 879.06, "id": 166}, {"text": " million trying to get this guy elected. He failed. And then they essentially sent", "start": 879.06, "stop": 885.9, "id": 167}, {"text": " an IOU to the IRS saying, OK, we know we didn't \u2013 we spent a lot of money on", "start": 885.9, "stop": 891.2, "id": 168}, {"text": " politics, but we promise we'll do better next year, which isn't actually a legal", "start": 891.2, "stop": 896.5, "id": 169}, {"text": " argument and doesn't hold water. The question now is whether the FEC or IRS will", "start": 896.5, "stop": 901.88, "id": 170}, {"text": " ever do anything about that, and that is very much an open question. So these two", "start": 901.88, "stop": 907.92, "id": 171}, {"text": " examples are showing a trend not only of, you know, we have increasing political", "start": 907.92, "stop": 913.98, "id": 172}, {"text": " activity from groups that don't disclose their donors, but these groups are", "start": 913.98, "stop": 918.7, "id": 173}, {"text": " becoming a part of the campaigns themselves. This is what's particularly", "start": 918.7, "stop": 923.1, "id": 174}, {"text": " worrisome, is that these are supposed to be apolitical organizations, but they're", "start": 923.1, "stop": 927.34, "id": 175}, {"text": " actually a sort of non-disclosing extension of the campaign. So, for example,", "start": 927.34, "stop": 933.5, "id": 176}, {"text": " Conservative Solutions Project in this cycle has spent about $8 million", "start": 935.38, "stop": 939.26, "id": 177}, {"text": " supporting Marco Rubio. Of course, they haven't reported any of that to the", "start": 939.26, "stop": 943.44, "id": 178}, {"text": " Federal Election Commission. What they've done is they've framed all of the ads", "start": 943.44, "stop": 948.8, "id": 179}, {"text": " as educational ads. They want to talk about the Iran", "start": 948.8, "stop": 952.02, "id": 180}, {"text": " deal. They want to talk about taxes.", "start": 952.02, "stop": 953.6, "id": 181}, {"text": " But they only want to talk about it as it relates to Marco Rubio and how stellar", "start": 953.6, "stop": 958.8, "id": 182}, {"text": " his decision-making has been on all of these issues. Or, in my favorite example,", "start": 958.8, "stop": 964.08, "id": 183}, {"text": " they talk about Marco Rubio and Mike Lee, and at the end of the ad it says", "start": 964.3, "stop": 968.5, "id": 184}, {"text": " something along the lines of support Marco Rubio and big letters, and then", "start": 968.5, "stop": 973.08, "id": 185}, {"text": " underneath in small letters it says, and Mike Lee, and gives their phone numbers.", "start": 973.08, "stop": 978.28, "id": 186}, {"text": " So this is something that is going to be a moving target the whole cycle. It's", "start": 979.14, "stop": 985.38, "id": 187}, {"text": " going to be really difficult for us to... We're going to get the data to people,", "start": 985.38, "stop": 990.7, "id": 188}, {"text": " but it's not easy. But we're hoping that this partnership with Internet Archive", "start": 990.78, "stop": 997.26, "id": 189}, {"text": " is going to make that a lot easier.", "start": 997.26, "stop": 999.52, "id": 190}, {"text": " Thank you. We all are kind of hoping that the archive project will", "start": 1000.4, "stop": 1007.12, "id": 191}, {"text": " surface an ad by a cure-to-for unheard-of organization, which then we can tell", "start": 1007.12, "stop": 1013.62, "id": 192}, {"text": " Open Secrets about, and they'll run out and investigate it. And we'll get that", "start": 1013.62, "stop": 1017.92, "id": 193}, {"text": " information up there, as will they and all of us, really.", "start": 1017.92, "stop": 1020.58, "id": 194}, {"text": " So next I'd like to introduce Dave Leventhal. Well, thanks for being here. And it might be a name that's only slightly less ridiculous than", "start": 1077.56, "stop": 1082.34, "id": 207}, {"text": " Americans for Hamburgers or Citizens for Unicorns. And you're wondering, well,", "start": 1082.34, "stop": 1088.04, "id": 208}, {"text": " what is this group? So you go, like anyone would, to Google, and you type in the", "start": 1088.36, "stop": 1092.38, "id": 209}, {"text": " name of the organization, if you can even catch it in the midst of the", "start": 1092.38, "stop": 1095.82, "id": 210}, {"text": " advertisement, and you don't find much about them. Maybe a name of the", "start": 1095.82, "stop": 1100.56, "id": 211}, {"text": " organization, and a couple of news articles about what they've done here in a", "start": 1100.56, "stop": 1106.08, "id": 212}, {"text": " certain television market or there in another television market, but not a whole", "start": 1106.08, "stop": 1110.0, "id": 213}, {"text": " lot about who's behind them, or what they want. But you know that certainly in", "start": 1110.0, "stop": 1114.72, "id": 214}, {"text": " their advertisements that you're seeing day in and day out, that they're very,", "start": 1114.72, "stop": 1120.42, "id": 215}, {"text": " very much against Hillary Clinton, or against Jeb Bush, or against Donald Trump,", "start": 1120.42, "stop": 1125.0, "id": 216}, {"text": " or any of the other candidates who are running in the presidential race. And then", "start": 1125.0, "stop": 1129.2, "id": 217}, {"text": " you wonder, well, all right, what do they want? What's their point?", "start": 1129.2, "stop": 1133.3, "id": 218}, {"text": " What are they trying to get at?", "start": 1133.6, "stop": 1135.16, "id": 219}, {"text": " Why are they trying to influence this election that I'm soon going to be voting", "start": 1135.7, "stop": 1140.34, "id": 220}, {"text": " in that could very much change the trajectory of the entire presidential race? But ever since a seminal Citizens", "start": 1241.4, "stop": 1246.44, "id": 243}, {"text": " United versus Federal Election Commission decision, which celebrated, if you can", "start": 1246.44, "stop": 1251.28, "id": 244}, {"text": " call it a celebration somewhat, others wouldn't, its sixth anniversary yesterday,", "start": 1251.28, "stop": 1255.74, "id": 245}, {"text": " it has freed in a major way various types of organizations, be them political", "start": 1256.28, "stop": 1261.48, "id": 246}, {"text": " groups, or in many cases, nonprofit organizations that shouldn't have a primary", "start": 1261.48, "stop": 1267.02, "id": 247}, {"text": " purpose by law of engaging in political activity. It's given them the ability to", "start": 1267.02, "stop": 1272.22, "id": 248}, {"text": " nevertheless engage in politics in a major way with millions, even tens of", "start": 1272.22, "stop": 1277.28, "id": 249}, {"text": " millions of dollars behind each individual group. So by pouring into these", "start": 1277.28, "stop": 1282.94, "id": 250}, {"text": " groups, or boring into these groups, we want to basically educate the public in a", "start": 1282.94, "stop": 1288.4, "id": 251}, {"text": " way that, again, is going to be useful when they go and cast their ballot at the", "start": 1288.4, "stop": 1292.9, "id": 252}, {"text": " ballot booth or go and caucus in their state. And Robert mentioned one of the", "start": 1292.9, "stop": 1297.22, "id": 253}, {"text": " groups that has been very active in the presidential race, a group that's", "start": 1297.22, "stop": 1300.66, "id": 254}, {"text": " supporting Marco Rubio, is part of our source check project where we do sort of a", "start": 1300.66, "stop": 1305.94, "id": 255}, {"text": " census or a deep dive on the activities of individual groups. We looked at an", "start": 1305.94, "stop": 1310.92, "id": 256}, {"text": " environmental group that accepts anonymous contributions, but yet is up with an", "start": 1310.92, "stop": 1316.32, "id": 257}, {"text": " ad campaign supporting Bernie Sanders in the presidential race and tried to find", "start": 1316.32, "stop": 1322.02, "id": 258}, {"text": " out exactly what they were all about. And more broadly speaking, even going", "start": 1322.02, "stop": 1326.78, "id": 259}, {"text": " beyond just television advertisements, you have many organizations, even super", "start": 1326.78, "stop": 1331.46, "id": 260}, {"text": " PACs, these groups that can raise and spend unlimited amounts of money to", "start": 1331.46, "stop": 1335.32, "id": 261}, {"text": " advocate for and against politicians in a race. They're supposed to disclose all", "start": 1335.32, "stop": 1339.74, "id": 262}, {"text": " their donors. One of my colleagues who's here today, Michael Beckle, wrote just", "start": 1339.74, "stop": 1343.94, "id": 263}, {"text": " an absolutely outrageous piece several months ago about a super PAC, also", "start": 1343.94, "stop": 1348.6, "id": 264}, {"text": " purporting to support Bernie Sanders, and yet isn't filing any of its required", "start": 1348.6, "stop": 1353.92, "id": 265}, {"text": " paperwork. And it's run by somebody who we revealed had a criminal history and a", "start": 1353.92, "stop": 1359.66, "id": 266}, {"text": " very, very, very curious background.", "start": 1359.66, "stop": 1361.78, "id": 267}, {"text": " Would encourage you to read this article. And ultimately was able to convince", "start": 1361.96, "stop": 1367.46, "id": 268}, {"text": " Daniel Craig, who you may know as the actor who plays James Bond, to make about a", "start": 1367.46, "stop": 1372.5, "id": 269}, {"text": " $50,000 donation to this group.", "start": 1372.5, "stop": 1375.28, "id": 270}, {"text": " And his publicist was perhaps a little bit surprised to hear all the details", "start": 1375.28, "stop": 1380.16, "id": 271}, {"text": " about this group when it came out. So the moral of the story is, as a citizen, as", "start": 1380.16, "stop": 1385.24, "id": 272}, {"text": " a voter, as somebody who cares about politics, you need to pay attention to this", "start": 1385.24, "stop": 1390.34, "id": 273}, {"text": " stuff, but oftentimes don't have the requisite tools and information to go ahead", "start": 1390.34, "stop": 1395.28, "id": 274}, {"text": " and do it. So we want to make sure that you do ultimately do that. We are gathering together", "start": 1459.88, "stop": 1465.7, "id": 288}, {"text": " information about the facts in the ads, you know, our partner groups who", "start": 1465.7, "stop": 1472.12, "id": 289}, {"text": " specialize in is this correct? Is it not correct? Is it kind of correct? Is it", "start": 1472.12, "stop": 1477.52, "id": 290}, {"text": " medium correct? And so I'm going to introduce Lori Robertson. She's the managing", "start": 1477.52, "stop": 1482.4, "id": 291}, {"text": " editor of fact check.org. And I believe she has something to show you that we'll", "start": 1482.4, "stop": 1487.68, "id": 292}, {"text": " start with. Right. Seven out of 10 Americans take prescription drugs. But in the", "start": 1487.68, "stop": 1492.9, "id": 293}, {"text": " last seven years, drug prices have doubled. Hillary's going to take on the drug", "start": 1492.9, "stop": 1497.36, "id": 294}, {"text": " companies require Medicare to negotiate lower drug prices. Let people buy their", "start": 1497.36, "stop": 1502.24, "id": 295}, {"text": " prescription drugs from countries like Canada at half the price and cap monthly", "start": 1502.24, "stop": 1506.68, "id": 296}, {"text": " prescription costs for every American. The drug companies have been overcharging", "start": 1506.68, "stop": 1510.66, "id": 297}, {"text": " long enough. It's time to fight back. I'm Hillary Clinton and I approve this", "start": 1510.66, "stop": 1515.42, "id": 298}, {"text": " message. Great. So this is one of the ads that we've fact checked thus far", "start": 1515.42, "stop": 1522.42, "id": 299}, {"text": " in this campaign cycle, obviously from the Clinton campaign. And we looked at the", "start": 1522.42, "stop": 1527.68, "id": 300}, {"text": " claim in there that drug prices have doubled in the last seven years. The Clinton", "start": 1527.68, "stop": 1532.9, "id": 301}, {"text": " campaign pointed to a report by a group called Express Scripts. They're one of", "start": 1532.9, "stop": 1538.26, "id": 302}, {"text": " the largest pharmacy benefit managers in the country. When we looked at the", "start": 1538.26, "stop": 1543.32, "id": 303}, {"text": " report, it didn't really say what the ad says. It did say that brand name drugs", "start": 1543.32, "stop": 1549.26, "id": 304}, {"text": " had more than doubled in the last seven years. But if you continue reading the", "start": 1549.26, "stop": 1554.06, "id": 305}, {"text": " report, it also says that more than 80 percent of filled prescriptions are", "start": 1554.06, "stop": 1558.34, "id": 306}, {"text": " actually generics and that generic drug prices had declined by about 63 percent", "start": 1558.34, "stop": 1564.64, "id": 307}, {"text": " over the same time period.", "start": 1564.64, "stop": 1566.34, "id": 308}, {"text": " Unfortunately, the group did not come up with a number that kind of fused the", "start": 1567.08, "stop": 1572.96, "id": 309}, {"text": " generic drug prices and the brand name drug prices, at least in terms of how much", "start": 1572.96, "stop": 1579.86, "id": 310}, {"text": " consumers are buying. And there in fact is no data that shows overall drug", "start": 1579.86, "stop": 1586.44, "id": 311}, {"text": " prices what has happened over the last seven years.", "start": 1586.44, "stop": 1590.34, "id": 312}, {"text": " We spoke with an expert as well at the University of Chicago about this.", "start": 1590.8999999999999, "stop": 1597.12, "id": 313}, {"text": " And we just don't have data on what has happened with overall drug prices. But", "start": 1598.04, "stop": 1604.4, "id": 314}, {"text": " obviously, if brand names have gone up more than double and generics have", "start": 1604.4, "stop": 1608.18, "id": 315}, {"text": " declined by 63 percent and 80 percent of filled prescriptions are", "start": 1608.18, "stop": 1614.94, "id": 316}, {"text": " generics, it was not more than doubling over seven years as the ad says.", "start": 1614.94, "stop": 1620.54, "id": 317}, {"text": " In fact, there is some other data on national spending on prescription drugs. The", "start": 1621.7, "stop": 1628.18, "id": 318}, {"text": " Centers for Medicare and Medicaid Services puts out annually a report on national", "start": 1628.18, "stop": 1632.68, "id": 319}, {"text": " health care expenditures. And that the drug spending has continued to go up, but", "start": 1632.68, "stop": 1638.22, "id": 320}, {"text": " they've found low rates of that growth in spending in recent years. And they've", "start": 1638.22, "stop": 1643.96, "id": 321}, {"text": " specifically attributed that to a switch to generic drugs. I think what we", "start": 1643.96, "stop": 1650.9, "id": 322}, {"text": " missed the very beginning of that ad where the campaign mentioned", "start": 1650.9, "stop": 1655.42, "id": 323}, {"text": " some specific conditions.", "start": 1655.42, "stop": 1657.06, "id": 324}, {"text": " They say heart disease, asthma, diabetes, and the report that they point to again", "start": 1657.64, "stop": 1664.56, "id": 325}, {"text": " does look a little more specifically at drugs, top 10 drugs", "start": 1664.56, "stop": 1670.42, "id": 326}, {"text": " for those specific conditions year over year.", "start": 1670.42, "stop": 1674.96, "id": 327}, {"text": " So in looking and that combines both the generics and the brand name drugs. So", "start": 1675.96, "stop": 1679.8, "id": 328}, {"text": " looking at those specific conditions year over year for 2014, diabetes was the", "start": 1679.8, "stop": 1685.48, "id": 329}, {"text": " only one that saw an increase in overall drug prices and heart disease and asthma", "start": 1685.48, "stop": 1691.34, "id": 330}, {"text": " saw a decline. So you know this type of claim is something that we see a lot of", "start": 1691.34, "stop": 1697.62, "id": 331}, {"text": " where you know a campaign, I guess a little bit like cherry picking, but I think", "start": 1697.62, "stop": 1702.4, "id": 332}, {"text": " the Clinton campaign goes a little beyond cherry picking here and cherry picks", "start": 1702.4, "stop": 1705.88, "id": 333}, {"text": " their statistic and then kind of leaves off that this was about brand name drugs.", "start": 1705.88, "stop": 1709.92, "id": 334}, {"text": " But we see this a lot where a campaign points to a report as supposed backup for", "start": 1711.02, "stop": 1716.62, "id": 335}, {"text": " the claim, but when you go in and actually read the report you find that it did", "start": 1716.62, "stop": 1720.66, "id": 336}, {"text": " not really back up what they're saying or had additional information that would", "start": 1720.66, "stop": 1727.16, "id": 337}, {"text": " make the claim misleading or add some kind of", "start": 1727.16, "stop": 1733.84, "id": 338}, {"text": " information that makes the claim not what it appears to be in the ad.", "start": 1733.84, "stop": 1739.18, "id": 339}, {"text": " Thanks Laurie. We pointed this out and rated the whole ad or this part", "start": 1909.86, "stop": 1915.58, "id": 368}, {"text": " of the ad pants on fire.", "start": 1915.58, "stop": 1917.08, "id": 369}, {"text": " The interesting thing is that the response of the Trump organization at first was", "start": 1917.86, "stop": 1923.8, "id": 370}, {"text": " to say well we don't really know where video comes from and then the next day", "start": 1923.8, "stop": 1928.0, "id": 371}, {"text": " campaign manager doubles down and says this was one thousand percent on purpose.", "start": 1928.0, "stop": 1933.96, "id": 372}, {"text": " We don't care that we were talking about America's southern border and this is a", "start": 1934.16, "stop": 1939.16, "id": 373}, {"text": " shot from Morocco. It doesn't matter. We're just trying to make the point. So", "start": 1939.16, "stop": 1945.0, "id": 374}, {"text": " we'll give him points for honesty on that point. Our partnerships with NBC News with", "start": 1983.92, "stop": 1990.1, "id": 381}, {"text": " Scripps television stations with a number of outfits in Arizona Ohio", "start": 1990.1, "stop": 1996.76, "id": 382}, {"text": " Pennsylvania Virginia. These are our affiliates so that we can if we", "start": 1996.76, "stop": 2003.64, "id": 383}, {"text": " identify or if one of them identifies a political ad that has a factual error all", "start": 2003.64, "stop": 2010.58, "id": 384}, {"text": " of them can be alerted because that ad may show up in their markets and the fact", "start": 2010.58, "stop": 2017.48, "id": 385}, {"text": " check would be news to their audience. This is a multiplier effect that allows", "start": 2017.48, "stop": 2024.26, "id": 386}, {"text": " us to close the gap between the speed with which a campaign can put an ad out", "start": 2024.26, "stop": 2030.9, "id": 387}, {"text": " there and get it to millions of people and then our ability to turn around and", "start": 2030.9, "stop": 2036.86, "id": 388}, {"text": " get a corrective message out to many people. We chose this ad to fact check. I mean we're trying to fact check", "start": 2098.84, "stop": 2105.68, "id": 402}, {"text": " as many ads as possible especially right now because you know this is a candidate", "start": 2105.68, "stop": 2111.84, "id": 403}, {"text": " speaking directly to the audience with just really ominous music and it's filled", "start": 2111.84, "stop": 2117.62, "id": 404}, {"text": " with rhetoric and this is an example of you know a very challenging ad because", "start": 2117.62, "stop": 2123.0, "id": 405}, {"text": " it's a series of claim a series of claims with very varying degrees of veracity.", "start": 2123.0, "stop": 2129.1, "id": 406}, {"text": " So you know for example yes the US does spy on Israel but the US also spies", "start": 2129.62, "stop": 2136.52, "id": 407}, {"text": " on Iran and he didn't say that. So we chose two statements out of that ad to", "start": 2136.52, "stop": 2142.62, "id": 408}, {"text": " check that were very fact checkable and are very common GOP talking points and we", "start": 2142.62, "stop": 2147.6, "id": 409}, {"text": " wanted to unpack that. So we chose the Guantanamo Bay one where Barack Obama is", "start": 2147.6, "stop": 2153.6, "id": 410}, {"text": " releasing terrorists and they're all plotting to attack us and then the other one", "start": 2153.6, "stop": 2157.68, "id": 411}, {"text": " where Obama wants to take away our guns and that particularly stood out because", "start": 2157.68, "stop": 2162.02, "id": 412}, {"text": " this ad came out either the day of or the day after Obama announced", "start": 2162.02, "stop": 2168.34, "id": 413}, {"text": " his executive action on guns.", "start": 2168.34, "stop": 2170.08, "id": 414}, {"text": " So it made it sound like that was his plan to take away our guns. So to unpack", "start": 2170.08, "stop": 2175.02, "id": 415}, {"text": " those two points the Rubio campaign pointed to statistics on ex Guantanamo", "start": 2175.02, "stop": 2181.88, "id": 416}, {"text": " Bay detainees who were confirmed or suspected of re-engaging in terrorist", "start": 2181.88, "stop": 2187.88, "id": 417}, {"text": " activities but only six percent of them happened under Obama's term. The rest", "start": 2187.88, "stop": 2193.4, "id": 418}, {"text": " were under Bush's term so that was pretty misleading and we a", "start": 2193.4, "stop": 2200.38, "id": 419}, {"text": " lot of people point to the Australian buyback program that happened where you", "start": 2200.38, "stop": 2206.44, "id": 420}, {"text": " know they took back guns, assault rifles mostly, but the Rubio campaign didn't", "start": 2206.44, "stop": 2212.58, "id": 421}, {"text": " actually point to that. They just pointed to Obama's announcement on the", "start": 2212.58, "stop": 2216.82, "id": 422}, {"text": " executive action which didn't mention Australian buyback at all. It actually", "start": 2216.82, "stop": 2221.82, "id": 423}, {"text": " didn't have a buyback plan and so we noted that while Obama has praised the", "start": 2221.82, "stop": 2228.82, "id": 424}, {"text": " Australian buyback program that's not a part of his executive action at all and", "start": 2228.82, "stop": 2233.96, "id": 425}, {"text": " this idea that Obama wants to take away our guns you know it's it's rhetoric but", "start": 2233.96, "stop": 2238.92, "id": 426}, {"text": " it's not based on actual facts in his plan. So you may know that we rate our", "start": 2238.92, "stop": 2245.1, "id": 427}, {"text": " claims on a Pinocchio scale. I think there's a Pinocchio there so it's from zero", "start": 2245.1, "stop": 2249.28, "id": 428}, {"text": " to four Pinocchio's four being false and in this case the guns claim was clearly", "start": 2249.28, "stop": 2255.94, "id": 429}, {"text": " a four Pinocchio claim. The Guantanamo one was mostly like a two which is like", "start": 2255.94, "stop": 2261.18, "id": 430}, {"text": " you know lacks context. You can think of it as half true if you're using the", "start": 2261.18, "stop": 2266.32, "id": 431}, {"text": " PolitiFact scale and so we you know evened it out with the three Pinocchio's", "start": 2266.32, "stop": 2271.68, "id": 432}, {"text": " which is mostly false. So today we've been talking a lot about the content and", "start": 2404.24, "stop": 2410.54, "id": 461}, {"text": " the data side of the political ad archive but I want to draw attention to", "start": 2410.54, "stop": 2414.68, "id": 462}, {"text": " something that might not be as transparent which is that everything powering this", "start": 2414.68, "stop": 2419.28, "id": 463}, {"text": " data set, everything we built and everything we're using is free and open source.", "start": 2419.28, "stop": 2423.1, "id": 464}, {"text": " And so we're hoping that a lot of people out there who are excited by the project", "start": 2423.6, "stop": 2427.08, "id": 465}, {"text": " will not only use our data but might actually use some of our code and maybe even", "start": 2427.08, "stop": 2432.28, "id": 466}, {"text": " contribute back to it because we're continuing to improve it. We built a system", "start": 2432.28, "stop": 2437.76, "id": 467}, {"text": " to find copies of known political ads and it's called the dupletron and from", "start": 2437.76, "stop": 2444.4, "id": 468}, {"text": " the perspective of a computer there's actually nothing special at all about a", "start": 2444.4, "stop": 2448.68, "id": 469}, {"text": " political ad. It's just a piece of video that can be found inside bigger pieces", "start": 2448.68, "stop": 2452.82, "id": 470}, {"text": " of video and video is a lot of data so it's kind of slow to find matches.", "start": 2452.82, "stop": 2458.02, "id": 471}, {"text": " So this is a process called audio fingerprinting and audio fingerprinting", "start": 2460.52, "stop": 2465.32, "id": 472}, {"text": " involves taking a sound, breaking it into thousands of tiny pieces like less than", "start": 2465.32, "stop": 2470.72, "id": 473}, {"text": " a second long and then summarizing those pieces. And in the summary process the", "start": 2470.72, "stop": 2476.1, "id": 474}, {"text": " trick is that only the most noteworthy and important pieces of that little", "start": 2476.1, "stop": 2480.94, "id": 475}, {"text": " snippet get kept. A lot of the noise gets thrown away. And so the reason we do", "start": 2480.94, "stop": 2485.68, "id": 476}, {"text": " this is because it's a lot faster and kind of ironically a lot more accurate to", "start": 2485.68, "stop": 2490.52, "id": 477}, {"text": " compare summaries of sound than it is to compare the full-blown sound. And that's", "start": 2490.52, "stop": 2495.62, "id": 478}, {"text": " what allows us to process millions of minutes of video at a time. So the", "start": 2495.62, "stop": 2500.8, "id": 479}, {"text": " collection of all these little summarized pieces is called an audio fingerprint", "start": 2500.8, "stop": 2505.08, "id": 480}, {"text": " and we're using a free and open tool called ODD-F Print to do the generation and", "start": 2505.08, "stop": 2510.94, "id": 481}, {"text": " to also do some of the exploration. So in practice we get an hour of TV content", "start": 2510.94, "stop": 2516.56, "id": 482}, {"text": " from Tracy's pipeline which we then the first thing we do is summarize it into an", "start": 2516.56, "stop": 2523.06, "id": 483}, {"text": " audio fingerprint. Then we compare that fingerprint for that hour with all the", "start": 2523.06, "stop": 2528.6, "id": 484}, {"text": " fingerprints of the political ads we've seen and registered in our system. And", "start": 2528.6, "stop": 2532.74, "id": 485}, {"text": " anytime we find an overlap if that is long enough it gets flagged as a copy of a", "start": 2532.74, "stop": 2538.62, "id": 486}, {"text": " political ad and pretty soon that shows up on the political ad archive as an", "start": 2538.62, "stop": 2543.1, "id": 487}, {"text": " increased count. And when you download the data you can see the channel, the", "start": 2543.1, "stop": 2547.42, "id": 488}, {"text": " markets, the time of airing and the length of the airing as well. As we're moving", "start": 2547.42, "stop": 2553.16, "id": 489}, {"text": " forward in this project we're working really hard to make the Duplatron faster", "start": 2553.16, "stop": 2556.46, "id": 490}, {"text": " which means we'll be able to process even more content because we're regularly", "start": 2556.46, "stop": 2560.64, "id": 491}, {"text": " adding new channels to what this system is watching. And we're also trying to", "start": 2560.64, "stop": 2567.48, "id": 492}, {"text": " do a couple things that are pushing the limits of this system which we're hoping", "start": 2567.48, "stop": 2572.06, "id": 493}, {"text": " to be able to show off in the coming months. For instance, in", "start": 2572.06, "stop": 2579.0, "id": 494}, {"text": " addition to looking for copies of known political ads, we're also capable of", "start": 2579.0, "stop": 2584.44, "id": 495}, {"text": " flagging copies of any repeated content whether it's been tagged as special or", "start": 2584.44, "stop": 2590.06, "id": 496}, {"text": " not. So this means whenever we see a new political ad that we've never seen", "start": 2590.06, "stop": 2595.32, "id": 497}, {"text": " before it's possible to be able to actually surface that to a human and have the", "start": 2595.32, "stop": 2601.28, "id": 498}, {"text": " human review it as a potential brand new airing. It's also possible to keep track", "start": 2601.28, "stop": 2607.2, "id": 499}, {"text": " of things like sound bites from interviews or sound bites from political speeches", "start": 2607.2, "stop": 2611.42, "id": 500}, {"text": " and see how those things are disseminated across the media across the country", "start": 2611.42, "stop": 2615.72, "id": 501}, {"text": " right as they're popping out of the woodwork.", "start": 2615.72, "stop": 2618.34, "id": 502}, {"text": " So all this is to say please keep an eye on this project in addition to using the", "start": 2619.8, "stop": 2623.46, "id": 503}, {"text": " data over the next couple months because we're going to be releasing new features", "start": 2623.46, "stop": 2627.74, "id": 504}, {"text": " and if you or anybody you know is interested in collaborating reach out.
